Mit Bescheid vom 4. März 2011 lehnte die Kassenärztliche Vereinigung Nordrhein ("Gute Versorgung. Gut organisiert!") meinen Antrag auf Ausgleich eines überproportionalen Honorarverlustes gem. § 6 Abs. 4 HVV für das 3. Quartal 2010 ab.
Die Begründung: Mein Honorarverlust war nicht hoch genug. Nur -10,18%, statt der zwingend erforderlichen -15%. Immerhin habe ich jetzt Schwarz auf Weiß, dass es 2010 keine dramatischen Honorarzuwächse gab, sondern ein (mindestens) zehnprozentiges Minus.
Am 17. Juni 2011 erfuhr ich dann in Form eines weiteren Bescheides, dass ich im 4. Quartal 2011 mit -17,46% Honorarrückgang zwar die -15%-Schallmauer durchbrochen hatte. Leider war der Fallwert nur um 6,44% gefallen (ich hatte 5% weniger Patienten behandelt), so dass es wieder nichts wurde mit dem Ausgleich. Dumm gelaufen.
Am gleichen Tag teilte man mir ausserdem mit, dass meine Widersprüche gegen die Abrechnungen des ersten bis dritten Quartals 2010 abgelehnt worden waren.
Aus der Begründung:
Zur Verhinderung einer übermäßigen Ausdehnung der vertragsärztlichen Tätigkeit gibt § 87 b SGB V für die Vergütung der vertragsärztlichen Leistungen arzt- und praxisbezogene Regelleistungsvolumen (RLV) vor. (...) Die dabei auf Bundesebene festgesetzten Vorgaben waren von der KV Nordrhein umzusetzen.
Dagegen habe ich jetzt Klage beim Sozialgericht eingelegt. 2016 werde ich mehr wissen...
